Florida Federal Judge Vinson ruled weeks ago that the national health care law is unconstitutional...but now has declined to require federal government compliance with his decision pending a decision by the Supreme Court.  Judge Vinson has, in essence, granted a STAY of his earlier decision.  However he conditioned his STAY upon the Fed Govt seeking an "expedited appellate review."
