West: "We can sit around and we can kvetch about coming up with the 100% plan, but we're wasting time. I believe this is the plan that gives us the 70-75% solution."

Ryan: "we're losing our sovereignty because of our spending policies... tax increases aren't the answer... it doesn't solve the problem... will Congress cut spending or not?... we've shown we're willing to do it and solve this problem... now we're just trying to see how much spending cuts we have, given that we have divided government."
